And it is in these districts, from the Central Valley to the outskirts of Los Angeles and down to Orange County, where the House majority will likely be won or lost in 2024. CNN —It won’t suck up anywhere near the oxygen of the presidential election, but the race for the US House of Representatives may be the most exciting campaign to watch in 2024. But in the House, Republicans’ shrinking majority has underscored the importance of the balance of power in Washington. House Republicans currently control 219 seats to Democrats’ 212, with four vacancies. Santos was expelled from the House last year, but he’s not absent from the race. Seats Republicans are targetingThe House GOP campaign arm releases a similar target list, which includes 37 offensive seats this year.

Some of the ire has been directed at House Oversight Chairman James Comer, who has spearheaded the investigation into Biden family business records. “I don’t think it goes anywhere,” one Republican lawmaker said of the Biden impeachment inquiry. One senior GOP impeachment inquiry aide said it would be “a win too in our eyes” if the probe ended with legislative proposals to reform federal ethics laws, regardless of the decision on impeachment. House Judiciary Chairman Jim Jordan, who is co-leading the investigation, acknowledged a Biden impeachment is not a forgone conclusion. “Nobody is talking about that,” said GOP Rep. But most of it came from a must-pass spending bill that he and other Republicans voted against. AdvertisementIt was late December 2022, and Republicans were furious about the 2023 omnibus spending bill, a sprawling piece of legislation designed to avert a government shutdown and keep federal spending flowing for the next 9 months. In the end, just 9 Republicans voted for it, only 2 of whom remain in Congress. Rep. Mike Garcia of California, a member of the House Appropriations Committee that oversees government spending, was among those Republicans. Yet almost all of the funding that Garcia touted in the mailer came from the omnibus spending bill that he made a show of voting against the previous December.

But Greene said she had a tougher time connecting with Speaker Mike Johnson, who doesn’t have a strong relationship with the congresswoman. “I haven’t heard much from him,” Greene told CNN earlier this week. Greene said Johnson heard her out and gave her assurances that her impeachment articles would move through committee and on to the floor. Taking a page from his predecessor’s playbook, Johnson has tried to dole out commitments and face-time to some of his potential critics. GOP Rep. Bob Good of Virginia said the Freedom Caucus made clear to the speaker on Thursday what their expectations are.

Linking Ukraine’s military assistance to U.S. border security interjects one of the most divisive domestic political issues — immigration and border crossings — into the middle of an intensifying debate over wartime foreign policy. Failure risks delaying U.S. military aid to Kyiv and Israel, along with humanitarian assistance for Gaza, in the midst of two wars, potentially undermining America's global standing. Rather than approve Biden’s request, which includes $61 billion for Ukraine, Republicans are demanding something in return. Democrats call these essentially nonstarters, and the border security talks are going slowly. Other Republicans, led by Rep. Marjorie Taylor Greene of Georgia, a Donald Trump ally, have drawn an even deeper line against Ukraine aid.

SACRAMENTO, Calif. (AP) — California's wide-open U.S. Senate race shifts to Sacramento on Saturday as the leading Democratic candidates work to woo activists in search of a state party endorsement ahead of the March primary. The state's last two U.S. Senate races — in 2016 and 2018 — each featured two Democrats. The Senate candidates will each take turns speaking during a forum shortly before delegates cast their votes. An endorsement from the state Democratic Party can boost a campaign in a competitive primary, but it doesn't necessarily signal how the wider electorate feels about the race as party delegates tend to be more liberal. “The reality is, is that you can’t win the House if you don’t win seats here in California."

House Speaker Mike Johnson, the top Republican in Congress, described the closed-door debate as "positive." House Republicans are focused on passing full-year appropriations bills for transportation, housing, urban development and financial services. The chamber has passed seven partisan Republican bills of the 12 spending measures needed. "What we need is bipartisan solutions," Representative Pete Aguilar, chair of the House Democratic conference, told reporters. Another option on the House Republican table would be to negotiate with the Democratic-led Senate on a "clean" CR that can pass both chambers quickly.

Republicans didn’t have a speaker for 40 years until Newt Gingrich finally reclaimed the gavel for the party in 1995 after decades in the wilderness. But hanging on to it has proved extremely challenging for Republicans in the years since — a potential object lesson for incoming Speaker Mike Johnson. From Newt Gingrich to John A. Boehner to Kevin McCarthy and points in between, Republican speakers and speaker candidates have encountered significant turbulence from their own colleagues. The result has been internal revolts of the sort that led to Mr. Johnson’s ascent from practically nowhere to the highest office in Congress on Wednesday. “We’ve got a history of displacing speakers now that in my opinion is a cultural challenge that we need to address,” said Representative Mike Garcia, Republican of California.

Another unknown factor is how House Judiciary Chairman Jim Jordan – who spent much of the last three weeks running for speaker – will return to the scene. A source familiar with Johnson’s thinking told CNN, “He believes it’s a fact-finding mission. GOP Rep. Jen Kiggans, who represents a Virginia district Biden won in 2020, told CNN, “We have so much work we need to get done including these appropriations bills. I don’t think so,” GOP Rep. Mike Garcia, who represents a competitive district in California, told CNN of the inquiry. House Republicans have not held an impeachment inquiry hearing since their first one on September 28, where expert witnesses brought in by Republicans acknowledged they did not yet have the evidence to prove the accusations leveled against the president.

It’s asinine, unpaid for, ineffective and dangerous,” Rep. Chip Roy of Texas posted on X about the supplemental request. The Israel funding will likely move quickly in the House, but it’s very likely that the future speaker would decouple the requests so they are voted on individually. The tightrope any future speaker will walk is that the Republican conference is divided over sending additional aid to Ukraine. But there are some members for whom support Ukraine is an essential issue. “I support Ukraine and Israel.

Jim Jordan again failed to win the speakership during the third round of voting. There were 25 House Republicans who voted for someone other than Jordan – a higher number of GOP votes against him than in the first two failed votes in a sign that opposition to his bid is growing. Rep. Jim Jordan is the new GOP speaker nominee following Majority Leader Steve Scalise’s exit from the race. Jordan has the weekend to continue to make his case and attempt to flip holdouts, but he faces a steep uphill battle. But it soon became clear that Jordan also faces a stiff wall of resistance. That vote, which was cast by secret ballot, was 152 to 55, laying bare the major challenge Jordan faces in his bid for the gavel. Jordan or any other Republican speaker candidate can only afford to lose four GOP votes when the full House votes for speaker if all members are voting.

As of now, neither House Majority Leader Steve Scalise nor Rep. Jim Jordan – the two declared GOP candidates in the race – have locked down 217 votes, the necessary number to be elected speaker by a majority vote of the full chamber. The uncertain vote math has raised questions over how and when the GOP majority will be able to elect a new speaker, particularly as infighting continues to roil House Republican ranks. “I’d put it at 2%,” he said when asked by a reporter what the chances are there will be a new House speaker by Wednesday. After his removal as speaker in a historic vote last week, McCarthy announced he would not run again for the post. Read more about the race for House speaker here.

[1/5] U.S. House Majority Leader and candidate for next U.S. Speaker of the House Steve Scalise (R-LA) arrives for a meeting with members of Florida's House of Representatives, after Kevin McCarthy was ousted as House speaker, at the U.S. Capitol in Washington, U.S., October 10, 2023. Republicans hold a narrow 221-212 majority in the House. McCarthy on Monday said he would take the job back if asked to by House Republicans, but on Tuesday told reporters, "I asked them please not to nominate me." It took only eight Republicans to oust McCarthy last week, which could make leading the caucus a challenge for any new speaker. Scalise appeared to have the support of many veteran and establishment Republicans including party leaders, while Jordan drew endorsements from others including Trump-style populists.

Republican hardliners have said they will not take up a Senate bill to fund the government through Nov. 17, which has advanced with broad bipartisan support, including that of top Senate Republican Mitch McConnell. Lawmakers are not considering cuts to popular benefit programs such as Social Security and Medicare. Former President Donald Trump, Biden's likely election opponent in 2024, has taken to social media to push his congressional allies toward a shutdown. A shutdown will also delay vital economic data releases, which could trigger financial market volatility, and delay the date that retirees learn how much their Social Security payments will rise next year. Social Security payments themselves would continue.

More broadly, it could raise fresh doubts about the capacity of a polarized nation – featuring an ever more extreme and performative Republican Party in ex-President Donald Trump’s image – to govern itself. But the Republican majority is so thin – the speaker can lose only four votes with its current margin – and the party is so bitterly divided, that past experience may be a poor predictor of outcomes. So handing a win to the critical Republicans on whom the GOP majority depends may be a poor strategy. Rep. In some ways, attaching Ukraine aid to other pressing matters could improve the odds of passing it quickly. Some lawmakers will be more inclined to vote for Ukraine assistance if it gets included with say, disaster relief for their home state.
